State aid
Measures imposed by central and/or local government may distort competition by giving advantages to certain companies. Think, for example, of subsidies, guarantees, loans, land allocation, tax cuts etc. In such cases this may constitute state aid that may have to be notified to the European Commission. If the state aid is indeed given without being notified to the European Commission as required, the government may be compelled to recover the aid it has given.
